The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon’s consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers’ compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.


This position is with the Workers’ Compensation Division (WCD). WCD administers, regulates, and enforces the laws and administrative rules governing the Oregon workers’ compensation system.


This position is represented by the Service Employees International Union (SEIU).

Here’s what you will do:


As an Appellate Review Specialist, you will resolve disputes by issuing a legally binding Order on Reconsideration after the completion of a thorough analysis of the claim closure and disputed issues, including compliance with claim closure statute. The Order on Reconsideration is written by applying the Oregon Revised Statutes, the Oregon Administrative Rules, case law, and the Workers’ Compensation Division bulletins, policies, procedures and other applicable guidelines to individual, complex case specific facts. In some cases, you will facilitate the dispute by mutual agreement of the parties through negotiation, mediation and/or education. Resolving disputes timely and fairly contributes to the improved delivery of benefits and services for injured workers while reducing litigation costs.

Here’s what you need to qualify:


The State of Oregon is requiring all executive branch employees to complete their COVID-19 vaccination series by October 18, 2021, unless the employee receives a medical or religious exception. Minimum Qualifications:

Five years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.
College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.


Requested Skills:

Preference may be given to candidates whose work history demonstrates the skills and knowledge necessary for processing and/or management of Oregon Workers’ Compensation claims.
Demonstrated ability to manage a large caseload
Demonstrated ability to know and meet strict timelines
Demonstrated ability to work collaboratively with diverse groups
Demonstrated skill in analysis and evaluation, using professional and impartial judgment in decision making
Demonstrated experience in communicating effectively orally and in writing
Demonstrated ability to interpret policy, rules, statutes and case law
Demonstrated skill in accuracy and strong attention to detail
Preference may be given to those candidates with Oregon workers’ compensation claims adjuster experience.
Preference may be given to those with experience writing technical reports or documents
